Question Buzzing Sound Need Help?

As stated in the title I am raking my brain and cannot figure out what this sound is and if I should be worried. It is a Dell g3 15 laptop that I have already had some problems with and the sound only happens at startup noticeably or when starting a program. I attached a link to a video, it was the best I could do. Thank You. Please ignore what sounds like I am underwater.

I cant really hear the sound, can you describe how and where (which part of your laptop) the buzzing is comming froM?

Center of the laptop and only can really hear it when the fans are not running. Do not know if it is a fan issue that only appears at low speeds or if the fans drone out the sound.

I can't hear it either, but maybe some cable is slightly touching the fans. If the laptop is not under warranty, I think you should check that.
