C:\ is not accessable. Access is denied.

So I tried installing Windows 7 Ultimate as an upgrade from Home Premium. I'm able to load Safe Mode, Repair My Computer Mode, Etc....
But I'm not able to download anything, or open my C:\ drive... I'm able to open my empty secondary drive though...

I'm also able to open the C:\ drive in Safe Mode.... please help me...
