MingW is one of the GCC ports for Windows, and has both a 32 and 64-bit version.

dev c++ uses g++ and gcc to compile, you have to run it on a windows machine though or with wine in linux, If your trying to write code on PC. If your just making console app's you can pretty much write them on any editor and just transfer the cpp files over on a flash drive or something similar
