There is another built-in Administrator account that is disabled by default. What you can do is, launch CMD as Administrator, go to the path using CD C:\ProgramData\Package Cache and then use DEL command to delete all the contents.
Alternatively, you can go Boot Windows in Safe Mode and then try deleting the contents.

Well, this does suggest that MIcrosoft say Don't delete it. and it offers a solution, move it instead... it can be moved to a USB or DVD if you can still mount it in windows

it is used for visual studio downloads. Now since you also deleted all of windows update, its questionable if it will do any more damage than you already have.
