C:\windows\system32\d2d1.dll error. Windows 7 ultimate, can't use half of my applications.

Built a pc a while ago, ever since I installed windows 7 ultimate, a genuine copy with key. I have been getting the following error: C:\windows\system32\d2d1.dll is either not designed to run on windows, or it contains an error.

Can anyone PLEASE help me resolve this issue, it has been driving me crazy, I can't use steam in big picture mode, use my mouse customization software, or windows movie maker, and many more.

Or is my only option a fresh install of windows 7? Because I no longer have possession of the disc/key.

I have tried replacing the file witha downloaded one, problem still persists.
