C2D E6700 upgrade over P4 524

Hello, I have a torrent pc runs ubuntu server 14.04 which works in my house's balcony. Everytime cpu usage is higher than 90%. It has pentium 4 524ht lga775 cpu, I ordered Core 2 Duo E6700 for $5.50 US from china. I think it will affect my electricity bill, but will it total solve my cpu load issue?

first off, what's your motherboard and does it support the E6700.
Now the fact that the e6700 is dual core should indeed help but also a bit less energy to run.

My motherboard is Asus P5PE-VM cpu support link here
xrdp application uses so much cpu but I need it because I connect to this pc via remote desktop. I hope e6700 solves the cpu load issue. Also onboard graphics is too slow with p4 524. I think e6700 will help a bit.
