c84 says "Head cleaning cannot be completed"

Printed two envelopes (fine), then two letters (blank lines in printing). Ran head cleaning, got message that "Head cleaning Connor be completed". The cyan and magenta show as low, but not empty (red light is flashing, not steady). cannot get any response from printer

If the cartridges are old, like more than 4 months, I would replace the low ones at least.
Ink is quick drying and can evaporate while still in the cartridge and the printer cannot track that usage. You manual should say something similar.
