My newly built PC suffers from what can only be described as microstutters. The stutter is most noticeable when I move the cursor horizontally on my home screen, the cursor every ~3 or so seconds will not move for about 25 miliseconds but then flick to where it's position should be (the lag didn't affect where it ends up). I notice this lag in games although to a lesser extent.
I can aggravate this problem by; Upgrading my drivers to the latest AMD drivers, Adrenaline 2020; by recording with any program, Relive or OBS; and turning game settings up to very high quality.
With those aforementioned factors making the problem worse it could really be anything hardware related. I've tired a different display, different cable, reinstalling windows, reinstalling drivers and other little things. The only thing I have yet to try is using the cables that came with my PSU as opposed to these custom sleeved extentions that I got off eBay for about $30. I'm starting to think it's the cables but at the same time is that even possible? Should I try the default PSU cables? How else can I diagnose this problem to find the genesis of my issues?
