Question Cable fonction

Hello,
Can i ask what's the exact role of the cable plugged between the powering on button and the power supply.
PS:i have a dell optiplex 750 that has a problem in the power i think

Green and black is from psu, but how the electronics do the thing from motherboard chipset i really do not know.
Might be issue with psu itself or motherboard

Can't it be that cable?
Because the pc works sometimes and Shuts down automatically after the shutting down screen
That's why i thought that maybe one of the cable is damaged and sends false signal that shuts down the pc.
