Question Call Of Duty: Cold War shuttering bad in game with high FPS???

I've been playing since launch and until today the issues were manageable. But my game is running verrry bad with just shuttering, no frame drops. I'm running on the newest GPU and CPU drivers and I'm not sure what to do. Any help would be great!

Heres my specs:
Ryzen 5 3600
RX580 (8GB)
16gbs of 3200mhz
and a 500W PSU.

Is the RAM 2x8gb and is it definitely running at 3200mhz?
