For a while i have been having this horrible issue when turning cameras in-game, it seems to stutter, skip,
doesnt go smoothly and causes horrible looking gameplay. I have exhausted every option imaginable and cannot
fix it, making me believe it's the games at fault or one of two things, the GPU's or the RAM (As they are the
only things left to believe) and no, it isnt SLi doing this.

It's honestly hard to explain, but basically the camera doesnt turn smoothly, it just studders and skips and
seems to run awfully unsmooth, mouse isnt much better for other reasons.

So, this is the definitive list of changes i have done to solve the issue and none of which have worked,
making me fully believe it's either the GPU's at fault (Maybe MSi 970 is just shitly made?).
Or it's the RAM, it is EITHER one of these two at this point. No other option is possible anymore.

Processor - RMA'd and Replaced, NOT Faulty (i7 4790k)
Kingston RAM - RMA'd and Replaced, POSSIBLY Faulty (Do not know, tests come up clean)
Motherboard, RMA'd and Replaced, And upgraded (Asus Maximus Ranger - Formula - MSI Gaming 7 a
Heatsink - RMA'd and Upgraded, NOT Faulty (Corsair H110i GTX)
Mouse - RMA'd and Upgraded, NOT Faulty (Zowie FK2)
Keyboard - RMA'd and Upgraded, NOT Faulty (Quickfire TK)
GPUs - RMA'd and Replaced, Also added second, DONT Know if Faulty as happens with GTX 680
(Original 970, issue happened with, purcahsed second, RMA'd first, then RMA'd the replacement for
the first, still no fault)
SSD - RMA'd and Replaced, NOT Faulty (Samsung 850 Evo SSD)
PSU - RMA'd and Upgraded, NOT Faulty (Corsair 750w Bronze to Corsair 760w PLATINUM)

List of things i have tried.

Reinstalling Windows (Multiple times) with only necessary drives and basic functions, no additional drivers
or conflicts and multiple keyboards/mouses and no peripherals. NO fix.
Changing all nVidia settings
Using, not using G-sync, V-sync etc
Running one monitor
Removing one GPU (Rarely use SLi)
Using different Monitor
Using Multiple Refresh Rates
Using Controllers
Using lowest settings
Using older drivers
Using newest drivers
Downclocking, Overclocking
RAM tests, Benchmarks, CPU tests, GPU tests
Using different GCard/RAM

Not a temperature issue
Not a peripheral issue
Not a driver conflict issue
Not an overclocking issue
Not a frame-rate issue
Not a frame-time issue
Not a unoptimized game issue
Not a windows 10 issue
Not a program conflict
Not a running external program issue
Not a vsync-gsync issue
Not a slow SSD/HDD issue

Yea man, got three mouses for some obscure reason, happens with all, tried every make of keyboard i have too.

It's more noticable spinning around using an xbox controller, but i replaced it with an XBox one controller and its still there 🙁

Well, i thought the title having EVERY Game in capitals might have been a starting point, and that i have listed every attempt to fix with every component and every attached peripheral all on a fresh install...

EVERY game such as? Gives a better idea what load level we're talking about, since some games (Skyrim/GTA) I'd blame more on the CPU processing side, while others are more likely to be GPU/RAM/HDD bound. In the meantime, running resource monitor (or equivalent) in the background would help, and look for any spikes in performance (such as HDD usage spiking).

A gameplay video would help. I assume you have minimal background progs running?

Without seeing what you're describing though, it's hard to tell whether it's judder, screen tear, or micro stutter. Could be any or a combination of all.

I don't recall if you said, but what mouse surface are you using, and have you tried various surfaces? Also, are all the mice you tried similar design, for instance high DPI laser?

I and many are preferring the new high DPI optical sensor mice. They're really making a comeback, and there are solid reasons for it. All laser mice have tradeoffs.

Even if they are all optical, some brands of mice have much less cursor smoothness than others. When I only see less common brands mentioned with these kinds of problems, it makes me skeptical about mouse build quality.

Granted TONS of brands of mice are being sold now, but you still hear comments like, "I stick with Logitech because they are smoother than others". I'm one of those people, they are not the best hand fit for me, but I like having a smooth mouse cursor.

Whenever you have mouse look issues in a game, always try disabling the mouse software to see if there is a problem with it or a conflict. Don't recall if you said, but check for mouse driver updates too.

Also, I always go wired vs wireless on both mouse and keyboard. Besides batteries running low and battery weight, the wireless receivers are susceptible to interference.
