Build Advice Camera Server - Dec. 2024 - to run/record up to 16 cameras at 4k without stuttering ?

Goal: A PC running Windows OS (server or desktop) to run/record up to 16 cameras at 4k without stuttering.

Variables/Requirements:

* Cameras currently in service: Amcrest 5MP AI Turret PoE - IP5M-T1179EW-AI-V3 (currently 8, cannot be changed).​

* Looking to RAID10, 6-8 Western Digital Purple Drives. (size will depend on the amount of surveillance to be stored).​

* Drive bays must be hot swap and have sliding trays (no rubber grommet garbage). Tower setup, no rack available, semi-tight space (will have proper ventilation).​

* Looking for a complete build, Case, Motherboard, RAID Card, Cables, Etc..​

Looking for a hardware list that you think would cut it. I have done quite a bit of searching but finding the proper RAID card seems to be hit and miss, as does the case vs drive bay form factors, so hoping to draw on the communities experience on the matter.
