Question Camera turn stutters and FPS drops across multiple games

CPU: Intel Core i5 7500 @ 3.40Ghz

RAM: Crucial CT8G4DFD824A 8 GB (DDR4, 2400 MT/s, PC4-19200, DR x8, DIMM, 288-Pin) Memory x2

Motherboard: MSI B250M PRO-VD

GPU: 1660 SUPER (MSI)

Storage: SanDisk SSD PLUS 120 GB up to 530 MB/s Sata III 2.5 inch Internal SSD (Windows Drive)

Western Digital WDS500G2B0B WD Blue 3D NAND Internal SSD M.2 SATA, 500 GB - Black (Game Installations)

PSU: EVGA 450 B1, 80+ BRONZE 450W

Temperatures are reasonable throughout testing and gaming, the issue is particularly prevalent when turning the camera in any modern title. I've tried disconnecting my second monitor, reseating multiple components, doing a full driver clear with, using older drivers, cleaning out background processes, adjusting game settings, adjusting nvidia control panel settings, I've checked both SSDs, lowered the polling rate on my mouse, and gone through any number of 'windows optimisations'.

I can record the issue with monitoring if needed. Even locking the frame-rate at 30 sees it dropping by what seems to be a flat percentage? Like if I'm running the game at 120, turn the camera, it drops down to 90, I see the same drop regardless of what the fps is limited at.

Any help would be greatly appreciated, thank you!
