Question Can’t bind ip protocol stack

I searched everywhere even asked chat GPT no luck with anything that works .

We are in an office environment this is a windows 10 pro . PC was working fine on the network no issues . We are getting a new hire so I decided to clean it up because we had about 10 old user folders on it …

I do a reset everything comes back up no trouble . Everything except being able to connect to the internet or network..

In device manager the built in Ethernet NIC shows up like it’s ok and has most up to date drivers . But I can’t get it to find a network .
Wether I assign IP address or let it find its own using DHCP …

So I tried 3 different USB to LAN adapters again in device manager the look fine but can’t get any connections ..

The built in WiFi connects to my phones hotspot and our office WiFi but says no
Internet ..

I have reset winstock flushed the dns ,
Done a network reset , tried anything I could thing of and whatever I found on the internet and zip zilch …

The only error that does come up when I run diagnostic is that windows could not automatically bind the ip protocol to the network adapter ..

I’m guessing this is the real issue because wether I am using the built in NIC or any one of the 3 USB to LAN adapters this is the only actual problem that ever comes up . Otherwise everything appears to be fine even though I am unable to connect to anything .

I appreciate any ideas … I am stumped …

I tried a second reset where it deletes all the files and programs , I have tried the network reset , I have flushed the DNS and reset winsock . I have tried multiple usb to LAN as well as the NIC built on the motherboard.
I can connect wireless but no internet and when I go to status it’s blank ,
I can connect to phone hot spot but still status is blank and no internet connection ..
