I have a windows desktop (used to be 8.1, upgraded to 10) that recently went through an update that made my games unplayable. It’s done this before, so I went ahead and told it to go back to a restore point to undo the update. While it was restoring, the computer crashed and shut off. I turned it back on to get a black screen and nothing else. After about an hour of that I rebooted again to get a blue screen from windows saying:

Your PC/device needs to be repaired
The boot configuration data file does not contain valid information for an operating system
File: /BCD
Error code: 0xc0000098
You’ll need to use recovery tools. If you don’t have installation media please contact your manufacturer.
So I downloaded the windows media creation tool and put that on a usb drive using Rufus and an iso the media creation tool made. I’ve selected all four USB options as boot first using f12 and changing BIOS settings (fdd, hdd, zip, and one other, maybe cdrom?) and every time it just takes me back to the recovery screen.
I also tried making the usb into a recovery drive using my working windows 10 laptop, same thing, didn’t even register there was anything in there.
Any other steps I can take? I’m trying to avoid going to a shop, but I will if I have to. How do I make the computer recognize the usb?
