Pc will only boot with 1 4GB stick in DIMM4. If I try to add more sticks into any slot or add a single 8gb stick into any slot I have not boot.

Solution
Ok. To me, that means 98% certain the motherboard is faulty. Again, if it was purchased, new, return it. If you purchased it used, take it up with person you purchased it from (if possible).

Welcome to the forums, newcomer!

Can you please parse some more information? If you're working with a desktop, please parse your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

If it's a prebuilt or a laptop, please parse the make and model of said computing device. An SKU will help us two fold.

Might want to also parse images of the sticks of ram that you're working with. You can host images on Imgur and then parse the link in this thread.

Has this ever worked before?
If so, what might have changed since all was good?

If this is the first time. O can think of two possible reasons:

1. Your ram is not from a single kit. Ram must be matched to work properly.
One thing you can do is to boot to bios using one stick and increase the ram voltage a bit above the default.
Then insert the other sticks and see how you do.

2. Possibly you bent a socket pin while inserting the chip.
If you had to wiggle it around to seat it, damage can easily be done.
The usual symptoms are ram issues.

The motherboard, cpu and ram are all new, first time being in this system. The 16gb of ram is from a kit with 4 sticks. I will have to check on the possible bent pins. If it does have a bent pin can I just bend it back or is it a whole new motherboard? Also forgot to mention the Dram light is on

Points to a bad motherboard. If this was purchased new, then return it. There is no other reason for the system to not accept RAM in any of the other RAM slots.

Edit: One other possibility is a botched BIOS update.

Didn’t find any bent pins, I’m gonna guess that I got a bad motherboard :/

You said the PC boots with one 4GB module installed in DIMM4. Please confirm that you've attempted using that particular RAM module in each of the other slots. If so, what were the results? Also please confirm that you attempted the one 8GB module, by itself, in DIMM4. What was the result?

If I use the 8gb stick in DIMM4 I get not boot, same if I use the same 4gb stick and any slot.
