Can’t use all of my RAM

I have encountered a problem with my PC after building it myself. I am using Trident Z G skill RGB ram 16GB. For an unknown reason I can’t startup a modded version of a game as I don’t have enough RAM yet this is impossible as the game needs less than 16GB of RAM. My system says I have 16GB of RAM installed however there is nothing in brackets that says how much is useable, not sure if this is because I have an inactivated version of windows 10. Also I have been through advanced settings to ensure that windows is not limiting the usage but this hasn’t fixed the problem. Does anyone have any ideas about why it is not working.

Is this a Java based game? You may need to tweak your JVM config to allow a larger stack or heap.
