Can 1024x768 show 60fps?

So my current resolution is 1600x900 but it was scaled from 1024x768 which is my native resolution. Does this have anything to do why my games don't run "smooth"?

Check what refresh rate your monitor is running at by:

Right-click desktop -> select Display Settings -> select desired monitor -> select Advanced display settings -> select Display adapter properties -> select the Monitor tab -> Make sure it says your desired screen refresh rate under Screen refresh rate.
