Can 2-3 degree Celsius increase in temp decrease system performance even a bit?

I have an i3 6100, I had removed the stock paste and applied a cheap thermal paste and now my temperatures have increased by 2 degrees. when playing it runs on 61 degrees instead of 58-59. So will it cause even a minor decrease in performance, even 1 frame?

No. Performance shouldn't decrease until you hit 90's
