can 300w graphics work on 450w psu

I have 450w PSU and I want to work 300w graphics card on it and I have 6 GB RAM and 1 DVD writer and 2 fans and 500 GB HDD

Absolutely not. Most CPUs and eco systems use well over 150w. And you really done want to exceed 80-85% of max PSU usage.

If the card itself requires 300W, I'd like to see the 450W PSU that even has the connectors for it!

Are you sure you don't mean 300W is what the manufacturer recommends for the system that the card will be installed into?
