Can 400 wats run 500 wats card?

I have

R7 265 dual x sapphire
I5-3470
8gb ram
Asus motherboard and the power supply is only 400
And r7 requirements is 500 can i still run it?

which leaves 173 watts for the rest of the system.
you should be fine provided the PSU can actually supply 400W, cheaper PSU place a ton of rated wattage on the 3.3V and 5V rails. check the label and multiply the 12v rail by the stated amperage and you will have the total 12V wattage, it should be close to the 400W rating. if there is not enough power on the 12V rail then no the card will not run.

the 500W rating contains a lot of headway, they do not know the rated power draw of all your components but they are "safe" in suggesting a 500W
