What is the maximum combined +12 Volt continuous current rating of your Chicony/HiPro 400W PSU?

Does your PSU have a PCI Express supplementary power connector if the brand and model of GeForce GTX 750 Ti requires one?

If you haven't already bought that PSU, then don't. Yes 400W would be enough, but get a better made PSU. I just looked at the reviews for a 400W Hipro on newegg, most are saying the PSU died on them.
