Can a 128 bit graphics card run on my 64-bit system?

I want to upgrade my graphics card.. it's a MSI GTX 960 2GD5 GeForce GTX 960 2GB 128-Bit GDDR5 HDCP Ready SLI Support ATX Video Card
and my specs are

-Windows 7 Home Premium
-Model: p6687c
-Processor: AMD Phenom II X4 840T Processor 2.90 GHz
-RAM: 8.00 GB
64-Bit Operating System

I got an answer on a previous post that said it was 100% compatible but.. 2 others saying I don't have enough power supply?

The graphics card's 128-bit memory bus has no relationship to any external 64-bit system bus.

With the system listed above the power supply needs to have a maximum combined +12 Volt continuous current rating of 21 Amps or greater and have at least one 75-Watt 6-pin PCI Express supplementary power connector.

Yes, no matter what a video card states as how many bits it has makes no compatibility issues, just performance differences.

And yes, you will want a high-wattage PSU for the video card or else it will not work. Here's the PSU I use that works really great.

Your HP Pavilion p6687c's 250 Watt power supply only has a maximum combined +12 Volt continuous current rating of 14 Amps and doesn't have any PCI Express supplementary power connectors.

You need to upgrade the power supply to be able to use the NVIDIA Reference Design MSI GTX 960 2GD5 card.
