Can a 1life 750 W psu power a R9 290?

OK, if you plug the 290 into it, and it draws full power for a few seconds and you are unlucky then the PSU fails, and worst case scenario kills your card, your mobo and your CPU. You might get lucky and it might not do this, it might last 5mins, maybe 10mins, it might fail peacefully, but unknown brands are unknown for a reason.

As to whether it might only be 600W effective, if it was that'd be OK, recently there was a thread on here about a 500W PSU that looked more like a 250W PSU from the rating plate, so it could be as low at 350W and it wouldn't be a surprise.

You choice, i've just told you the risks and the consequences, your call now.
what is 'heavy gaming' and if you are not 'gaming' then why an R9 290.

I've never heard of that brand and that really is not a good sign. If it was my money, my system, I wouldn't use it, if I was building and it was all I could afford, i'd re-prioritise the funds from something else so that I got a better PSU. A PSU will last you for many system builds, it should not be the cheapest possible.

Yes, 750W is enough to power a R9 290, in fact the recommended wattage is 750. However, I have never heard of 1life and you should consider buying a PSU from a more reliable brand such as Seasonic.

I mean, I don't plan on gaming heavily since I'm going to get a new PSU on July 12 th so I was wondering if I could still use the computer with the r9 290 without it blowing up

I already answered your question. Yes it will, but depending on how bad the PSU is, it may not even be 600 W effective. But it probably will power a R9 290.
