Can a 350W Power supply run the GTX 760?

It depends, really. Nvidia's requirement is based on worse case scenario of a junk PSU and the rest of the system being a power hog.

In reality the most power that card can draw is 165W during Furmark.

So if you had a very good 350W PSU with appropriate PCIE power connectors and a strong enough 12v rail to cover the 14A peak of the GTX 760 and the rest of your stuff, then you could use it.
