Building a machine with all used parts and the only PSU used I had was a 200w which isn't going to fly with the 560ti. Just curious if a 350w will be able to handle a 560Ti in there. Other components are just fans, one HDD, and a Core 2 Duo 6600.

A GeForce GTX 560ti needs 31 amps on the 12v+ rail and a 500 watt power supply , usually with 2 - 6 pin PCIE pwer connections.

You will need a new PSU , because I doubt it has the 2 PCIE connections needed to power the card.
The 560 Ti itself takes 210 Watts the 6600 takes 65 Watts thats already 275, so 75 Watts left to power everything else, I'd say it would be cutting it very close even with a 80% efficiency rated power supply. What power supply exactly is this 350w?

Does that power supply unit have a maximum combined +12 Volt continuous current rating of 25 Amps or greater and have at least two 75-Watt 6-pin PCI Express supplementary power connectors that the GeForce GTX 560 Ti graphics card requires?

31 Amps isn't required because the CPU has a TDP of 65 Watts, not the 130 Watt CPU that NVIDIA uses for its reference system.
