Can a 400 watt power supply handle a gtx 950 while at maximum use??

I have a desktop core i7 with a 400wattPSU,will it be able to power the 950 and have no issues i dont wanna fry my components..

If it's a good quality PSU, it should have no problem. Cheap power supplies often can't produce their advertised wattage.

Its a HP z230 tower.. Should i trust HP or not?

Normally I wouldn't use an OEM PSU, but since that's a workstation and the FirePro and Quadro cards were optional, I'd say the PSU would be fine. HP claims that PSU is 92 percent efficient, which is excellent.
