can a 450 watt psu handle an msi radeon r7 370

as you know black friday is a few hours away and im looking to upgrade my gpu, and the MSI Radeon R7 370 is on sale and im thinking of buying that gpu it says that it needs a 150 watt, and i only have 450 watts.

since the zotac gtx 950 amp is like 200 bucks you should just save up a couple more bucks and buy a gtx 960
