Can a 500w power with r9 380 4 gb

If your talking about the turbo link PSU then i wouldnt risk it as its a cheap crappy option. Its worth investing in a Corsair, Sesonic, Antec or Enermax and 500w one would be satisfactory as long as you were not doing any overclocking.
I'm currently powering a super thirsty OCed R9 390 with a 560W Seasonic with zero issues. But as Hayden H says, if your PSU is a really cheap China one, you might want to think about changing it. However, if it is a quality unit you'll have no problems.

It would be a seriously good idea to replace it with a ~600W QUALITY PSU that you will be able to use for many years (5 - 10 years is what I've kept most of my PSUs for).
