Can a bad block cause failure to boot? As in no image at all when booting

Sent my PC to repair guy and he said it was a bad block causing problems.

The problems: Turn PC on but no image, once it ran after one million tries everything just stopped working after some 15 minutes, but the PC was still on.

My specs:
main hd: wd 500tb, blue caviar or something
another samsung hdd
mobo: asrock a55m-hvs
cpu: amd a8 3870k
gpu: amd hd 7750

A bad block in a vital place on the disk can indeed prevent proper booting, but you would still see initial BIOS text and error message on the monitor screen.
