can a bad hdmi cable cause screen tearing?

i'm getting screen tearing really bad at cs:go
i get like 150 FPS

can be the cable? (is a cheap one)
can it be dust? (i dont clean very often)

pc :
r9 270x
fx-8320
8gb ram 1333mhz
Corsair CS750M(750w)
 
Screen tearing occurs any time you do not have V-sync on and the higher your FPS, the more tears you'll see. Assuming a 60hz monitor, at 150 FPS, you'll have 2.5 tears at any given time.

Even when your FPS are low, you'll have tearing if V-sync is not on (or G-sync/Freesync).

You might want to video your problem. It is possible your HDMI cable/port is bad, or even the monitor. Of course those problems aren't call tearing.

vsync ON, the mouse get a bit lagged :(
 
You really only have two options, assuming this is tearing and not a hardware problem (it most likely is a tearing issue):
1) Get a high refresh rate monitor. This won't remove the tearing, but it reduces it greatly. Getting a G-sync monitor would be even better if you an Nvidia card, but if you can wait for Freesync monitors to show up, that would work too.

2) Live with the tearing or input lag.

i just noticied that if i play on fullscreen windowed there's no more screen tearing :D

so based on that what's causing the tearing on fullscreen mode?
(drivers are update)

my native resolution is 1080p@60

in game fullscreen i'm using 1080p
with fps locked at 64fps


what else can be?
