Question Can a bad PSU give out random black screens?

My brother (age 13 rn) bought over a year ago a pre-built from his savings. Back then, I advised him to change the PSU but he ofc didn't listen to me.

Yesterday he complained about a random freeze while he was gaming and then a few seconds later a black screen appeared. The PC was still running and he had to force it to shut down. Today the same thing happened.
Could replacing the PSU help or is it too late?

500GB SSD
512GB 5400RPM HDD
Crappy pre-built 550W PSU

Is Seasonic Core GC 650W a good choice or just overkill? Do you have any recommendations?
He was planning to do an upgrade to the GPU after the shortage is over.

What kind of GPU? For most GPUs, that would be fine, but if he's planning on making upgrades to something very high power like a top-end 30 or 40 series Nvidia card, he might want to go higher, wattage-speaking.
