Can a bad ssd prevent the pc from powering on?

Ok when i have my ssd plugged in, my pc starts for a split second and then shuts off as if my psu detected a short. When i unplug my ssd, my pc starts normally, this is a newly built system. I dont yet have a monitor to see the screen i just wanted to see if my pc started and it does without my ssd plugged in

Rvz02 itx case
Silverstone 450w psu
Gtx 1060 strix
I5 6500
16Gb ballistix ram
Gigabyte z170n itx board
SanDisk 240gb ssd

I have a psu jumper and my psu runs fine, when i disconnected everything and ran the ssd by itself and jummped the psu, it did not power on.

I dont have a spare ssd to try out so i want opinions before i start wasting gas to go to micro center and buy and return stuff
