Can a bottleneck cause stuttering?

Hi guys! I've just built a budget gaming rig two months ago, here are my specs :

i3 3220 3.2 ghz
sapphire hd 7870 xt
seasonic m12ii 520watts
wd caviar blue 500gb
8gb corsair vengeance 1600mhz
asus p8b75m-lx
ping in almost all games is : 5ms

I have a minor problem with my computer. The problem is that i sometimes stutter in source games like CS GO, DOTA 2, TF2 but not in games like ac4 which needs better hardware . What i had tried to do to solve the problem but nothing changed:

1.Monitored both my cpu and gpu temperatures which is TOTALLY fine.
2.Moniored my cpu and gpu usage which is TOTALLY fine too.
3.Reformatting windows about 2 times.
4.Running memtest86 which had no error at all .
5. reinstall and install all my drivers(motherboard and gpu).
6.Power supply is acting normally.
7.Reinstalling the games on steam and also reinstall steam.

Strangely when i lower down the resolution , there were no more stuttering and the game(source games mentioned above) felt buttery smooth. Could it be that my i3 is causing the stutter? Any tips or help would be very much appreciated. :)
 
Not likely to be VRAM unless you play at a resolution greater than 1920x1080.. And even then I doubt it considering the games you play..

Did you monitor temps and frequency? It might be possible that your cpu / gpu are overheating and / or are throttling.

Also make sure you have the latest version of Catalyst installed.
 


You can't say that his hardware is fine because you just don't know that.

His configuration is fine, but this could very well be the case of something like throttling, which is a hardware problem.
 


i already had sent my pc to be checked by a certified pc guy , he said there was nothing wrong with any of my components....
