Can a CDRW-DVD Drive record to a DVD Disc

Can I write-record a 3gb Win-7-OS-img-file.iso to a high capacity DVD-disc with a Dell 740's CD-RW-DVD player-drive: TSSTcorp+CDRWDVD+TS-H493A.

According to the general online definition of a CDRW-DVD player-drive, it reads and writes-to CDs, reads DVDs, but does not write to DVDs.

Is this the kind of DVD disc needed: Maxell DVD-R 4.7gb High Cap for Authoring Pro Disc, to write-record a 3gb Win-7-OS-img-file.iso.

If my CDRW-DVD player-drive cannot write-record to a "DVD-disc," what kind of cheap, how much-$, min-capacity, USB-drive do I need to get ... And is it easier to use the USB-method instead of the DVD-method anyway ...
 
I just realized that the much more up to date Dell 9010 PC that needs the Win-7 DVD disc to reinstall the OS, has a CD-RW-DVD-RW player-drive, Panasonic DVD+-RW SW820

Can I remove that from the Dell 9010 and install it into the Dell 740 to record the 3gb img-file.iso onto a DVD disc ... Will it hook right up to the Dell 740's CD-DVD player-drives wires-cables ...
