Can a cheap power supply cause stuttering in games?

Here are the specs of my pc
Intel core i3 3240, 4gb ram, nvidia gt 610, and my power supply is a cheap local 450 watt smps
I recently upgraded to a gt 1030
After upgrading I noticed that the games are stuttering a lot
For example fortnite is stuttering even on lowest setting.
The game runs on 60fps sometimes and drops to as low as 5fps and also freezes a lot. The frame rate is not at all stable and the game is unplayable.
Some other games stutter occasionally.
Could this be an issue with my cheap power supply? The person who sold the GPU told me that the card could have issues with your power supply( he knows my pc because he was the one who built it)

maybe your cpu is over heating
maybe your hard disk is accessing a lot, which slows the entire computer down
maybe you have malware so use ZHPCleaner to fix that
It could be your PSU but I think it's your system specs more than anything.

As you can see your system is at the low end of the spectrum.

Have you turned down the graphics as much as possible? Try that and see if it helps.

Also, have you monitored your temps?
 
Yes my friend I also face this problem.
But I was using 450 watt zebronics power supply of 9$ and I face always low FPS and random restarts. So I brought 30$ supply name coolermaster mwe 450 bronze. And it boost my performance up-to +5 FPS In all games and low system temperatures.

And I also suggest to use 6gb minimum ram to play this game.
 


I am pretty sure that my system can run the game because i played fortnite with gt 610 on low settings at 30fps.
so there is no way that a more powerful card would do worse. Also, as i mentioned that the game runs at 60fps sometimes, that shows that my system can run it otherwise it would never reach 60fps
 


yes i think that my psu is the one which is causing the problem because i never had this problem when i was using gt 610
it always gave me a stable fps
i think the psu is not able to handle the new gpu
 
Have you tried uninstalling all video drivers on your system... then installing only the video driver for gt1030?
Are you using Nvidia Geforce Experience?
Have you updated bios?
Windows update?

Have you tried a clean windows install?
