I got a R9 270x Vapor-X as a gift, but I don't know if my PSU (CM Elite 400w) can handle it.
Specs:
ASROCK FM2A55M-DGS BULK FM2
AMD A8-5600K X4/3.6GHZ/FM2/BOX
1TB SEAGATE 6G/7200/64M SATA
8GB DDR3
A couple of people told me that my PSU should be able to handle it, but I'm not too sure.

Hi again - Yes the S12 II is a good choice.

Hi - It does have enough +12v amps to run the system (has 27 +12v amps, min req 24 +12v amps),
but it is time to upgrade to a quality unit.

That unit has a poor review from Hardware Secrets, and has only 1 pcie connector. Your GPU requires
2 pcie connectors. You can use a molex to pcie adapter, but I don't recommend it with a low quality
PSU. However, it does deleiver it's rated power, use it if you cannot afford to upgrade. Some GPU's
include a molex to pcie adapter, if your's doesn't, they are not very expensive.

I plan on upgrading to a Seasonic S12 II Bronze SS-520GB soon, is it a good choice?

That's one of the best PSUs of the market in 500W range. I personally own that PSU and its an excellent one.. dead silent even under full load and capable of delivering up to 40A on 12V rail. That's enough current to run even higher graphic cards. Go for it with your eyes closed.
