Can a computer boot without a CPU?

I'm trying to figure out if my CPU is broke. My computer turns on but only displays a black screen and no peripherals (like keyboard and mouse) work. No bios. My GPU works, pretty sure RAM works, PSU works, SSD works.

Is it safe to take my CPU out and try to start the computer again and see if it has the same situation?

No, the system would not POST without a CPU. What board using? Try connecting a system speaker to it.

No it wont boot, the CPU is mandatory like the RAM is.

New, or old setup? What specs?

Please list specs, does your motherboard have onboard graphics what if you remove the GPU and plug into that.

No it want boot. Even it can cause beep codes.
