I have an older PC with a GTX 670. I was using it and it spontaneously rebooted and got stuck in a boot loop. So I reinstalled windows and it boots normally. However I can't change the resolution to anything but 800x600. I updated the driver, no change. Checked device manager and it says windows had to stop the device. Swapped video cards and the other behaves normally.

Could a dead card still boot up and display windows? Something else going on? I don't want to buy a new card with the way prices are right now.

Yes it can.

I had a 780 that croaked. It would load up just fine, but as soon as I tried to run a game or some sort of intensive 3D application, the whole system would crash. It's time for a new a card.

The problem is that you're using "dead" card far too liberally, rather than just for a card that literally won't start at all. Your GPU's almost certainly beyond repair at this point, but I wouldn't use "dead" as a descriptor for it.
