Can a faulty gcard cause more screen tearing?

just wondered, i recently built a second pc and havent rebuilt the old one as i need a case, but i just wondered if a graphics card could cause more screen tearing when a game is locked at 60fps on 120hz, i used to do it on my old graphics card but i never remember too much tearing, however these are new games (borderlands 2, mirrors edge, crysis 2)

When im on 120fps i only get a small line, on 60 at 120 i get two and sometimes they stutter and cause sections to look bad,. Vsync completely fixes it (just the input lag drives me nuts)

I think it could but I think this is more of a high fps issue since vsync solves it (which is expected).
