Can a GPU driver update cause a CPU to underclock?

My i7-6700 started running at only 0.8Ghz. This is a none K cpu and my mother board is only an H170. There was no way to make any clock speed changes in the BIOS.

I fixed it by rolling back the Nvidia drivers and this made my cpu run at normal clock speeds again. Was the driver update really the cause of this?

Since drivers allow Windows to interact with hardware, I think this could theoretically be possible, but I'd also like to look at your motherboard and cooling system.

What is the make and model of your motherboard and power supply?

Are you using the stock Intel CPU cooler?

How many case fans do you have? Which are intake and which are exhaust?

I have see where you can gain or loose rom one driver to the next my NVidia card [980ti] so far preforms the best on older 355.82 I cant recall what one it was but it took a good hit in some games/ benches I tested it out with any of my oc profiles used but gained nice results at stock [for a example ] so with it seemed to hurt me with any overclock but helped at stock settings .

I just download a driver and test it around and see if its a keeper for MY card or if its one to move away from ?? the ones I like or seem to do well I keep in a folder to save when needed .. just some drivers can work out best for your card and some don't you just got to take the time to try them out and see what you get from each one

Thanks for your interest in my post! Here are my full specs;

i7-6700 with Cooler Master Hyper 212x
MSI H170 Gaming M3
Zotac GTX 1070 mini
32GB Crucial Ballistix LT Sport DDR4 2400
Samsung 850 EVO SSD 250GB
WD Caviar Blue 2TB HDD
Seasonic M12 II 620W

All my fans are 120s, 2 in the front for intakes and 3 exhausts, 2 up top and 1 in the back. My temps are all normal. My CPU peaks at about 65 Celsius and rarely ever gets up to 70. My GPU peaks at about 72 and never reaches 80. I am pretty sure it isn't thermal throttling.

What else could it be? It's only the GPU driver that I changed back to the older version.

gopt to admit that's a odd thing dang gou driver should not affect the CPU at all that I know and in 16 years I never seen that here with any of my builds

but now just looking at the support page you may want to check on what bios you got seeing theres a few with '' Improved VGA compatibility.'' or ''Improved PCI-E compatibility''

that's almost like they may of seen some kind of issues with some cards like these newer 10 series like you got in it now ??
