Can a graphics card kill a power supply?

I was wondering because when I was playing CSGO on max settings, the power supply died and the computer shut off

well first of all thats a really bad quality powersupply, so doesnt surprise me it died,

now whats ur budget for new powersupply and videocard?

The Cooler Master Extreme2 series were known for their under spec'd +12V rail switching transistors. That's the component that would usually burn out first.

You couldn't safely draw more than 80% of the rated Wattage. The +12V rails' voltage regulation would go out spec if you attempt to do so.

I'm not surprised, one bit, that it failed.

even i owned the gx series and that got bad reviews, i really dont want to imagine what a extremepower would do to ur system.
