Question Can a Hard drive causes stutter and fps drops

Hello,can hdd causes stutter and fps drop because i am getting drops fps sometime in games like bf1 when drop happend i see gpu usage goes from 90% to 60% for 1 sec is that normal?
system
gtx 1660 ti gaming x
ryzen 2400g
G.skill trident z 16gb (2733mhz oc)
wd blue 1tb

I want to say no, because hard drives usually don't effect framerates. But perhaps the game sometimes has to load new parts of the map, and your HDD can't keep up. But I wouldn't look at the HDD first. Try to check your temperatures during these events and see what it shows. Maybe you're getting too hot and it starts throttling.
