Question Can a HDD failure cause pc to not boot?

So I have an SSD which is my boot drive and has my OS on it. I then have two HDD one 1TB and a 2TB, one day my pc would spend about 5 mins on the splash screen before eventually booting. Once finally booted I checked all my RAM was recognised which it was and that all my drives were there, but my 2TB drive wasnt being detected.
When I then turned my PC off for the night and tried turning it on the next day it wouldn't get past the splash screen no matter how long I left it. So I tried unplugging the HDD which wasnt being detected and it booted like normal in the time you'd expect and SSD to boot in.
So:
a) does this mean my HDD has a failure?
b) would that failure cause this issue or is there a bigger problem here?
