[SOLVED] Can a HDD failure cause pc to not boot?

So I have an SSD which is my boot drive and has my OS on it. I then have two HDD one 1TB and a 2TB, one day my pc would spend about 5 mins on the splash screen before eventually booting. Once finally booted I checked all my RAM was recognised which it was and that all my drives were there, but my 2TB drive wasnt being detected.
When I then turned my PC off for the night and tried turning it on the next day it wouldn't get past the splash screen no matter how long I left it. So I tried unplugging the HDD which wasnt being detected and it booted like normal in the time you'd expect and SSD to boot in.
So:
a) does this mean my HDD has a failure?
b) would that failure cause this issue or is there a bigger problem here?

Solution
It would appear that the HDD may be bogged down with internal error recovery. When this happens, it remains busy. Usually BIOS will timeout and continue without identifying the drive. So the answer is yes, your 2TB drive is bad.
