I am about to upgrade from GTX 950 to GTX 1660S ($230). Not installed yet.

Now Nvidia blows up the world and RTX 2070's and 2080's are selling so cheaply on eBay, I am considering spending an extra $100 and get 50% more power.

But is my CPU too old and weak to drive a much better GPU?

My MB is GA Z270XP SL, 24 GB DDR4 3200, M2, MSI Optix 1440 monitor, Corsair 430 PS
Gaming (just starting) = Rise of Tomb Raider and car sim racing (Logitech G29)

Solution
Of course it will drive a RTX2070.

Your 4c/4t i5 will be a bottleneck in a growing number of situations. More and more games these days (especially online gaming) are able to take advantage of >4 CPU threads.
