Can a insufficient psu cause overheating?

I swapped out my cpu, motherboard, graphics card like literally 3 times and they all overheat bad.
The only old component i have is the psu.
Can that be it?

Have you applied thermal compound? Checked the case for excessive dust? What PSU model?

I have re applied thermal paste alot of times.
Its this delta power supply im not sure i just bought it with a gaming dell computer a few years back

Get a better PSU than that. An XFX or SeaSonic should work well, depending on your budget.
