Can a lamp damage parts through ESD?

I opened a top vent on my case, and angled a lamp about 3 ft away from it to see if a Fan i plugged in was running. I know this is most likely the dumbest question ever asked on Toms hardware...but is it possible for a lamp to damage a PC component from a distance? A bit curious..

Esd is like when you shuffle around the floor in your socks and touch one of your friends or siblings and feel that little 'zap'. It can build up in clothes and stuff. They want people to be aware that just because your body isn't an appliance plugged into an outlet, there's still the potential to 'zap' stuff via static discharge and that little momentary 'zap' if it hits the wrong component can damage it. Same as taking a bare live wire lead and randomly touching it to different circuits.
