If you're out of your house or workplace, you won't have wifi access or wired by ethernet. Is it possible to connect to the internet in another way? Mobile phones have data plans, do laptops also have such when purchasing one?

Doubtful but who knows what "promotions" may be being offered. Maybe some enticement to buy a particular mobile phone or subscribe to a pre-determined service provider. Read the fine print in any such offers.....

More specifically:

The connection that you would need is referred to as a "hotspot".

FYI - reference:

Google your mobile phone and service provider for the necessary "how to" details.

Again read the terms and fine print carefully. All to easy to run up data costs especially if you go over some limit(s).

This is basically Internet via the cellular network. People do it everyday.

But no, you won't find this built-in in a Best Buy laptop, but you certainly can add to it. Yes Sireebob, people do cellular Internet everyday, is just money. Some notepads, have cell radio built-in, just add plan.
