Yes, a PCIe x4 card will function in a PCIe x16 slot. The slot will simply use 4 of the 16 lanes available, and the card will work properly

But if you mean a PCIe GEN 4 card.... yes it will support that too. But will operate it at gen 3 (if in the x16 slot associated with the CPU) or gen 2 if in any other slot.

But that would only be an issue if you're contemplating an RX 5700 GPU since it's the only Gen 4 PCIe card on the market I know of. They work just as well even on gen2 PCIE.
